County seeks to reallocate unspent ARPA funds; staff sets Sept. 30 and Nov. 30 deadlines

Martin (Marty) Dolan (speaker 7) and county staff presented a proposal to reallocate unspent American Rescue Plan Act funds from certain projects to related previously obligated ARPA projects and to amend the 2026 county budget accordingly.
Dolan described the reallocation framework: funds may be moved from one ARPA‑obligated project to another as long as the receiving project is already an obligated ARPA project. He said many subrecipients have spent down most of their allocations and that a small number — roughly three organizations, he said — remain of concern. He outlined two deadlines for subrecipients: a target of Sept. 30 to spend down allocations and a hard deadline of Nov. 30 (with exceptions for payroll and similar recurring costs). "We're offering some exceptions to non profits as needed... That's our hard deadline," Dolan said. Committee members pressed for a list of organizations with unspent funds and asked how recipients were originally selected; staff said the original awards came through an application and executive committee grading process.
Members discussed options to reallocate funds to other nonprofits or county projects that could spend money down quickly; staff said reallocations so far have been mutual and that after Sept. 30 the county may pursue non‑mutual recoupment. The committee moved and the motion was recorded and approved by voice vote.
