Council approves airport grant steps and weighs hangar repairs after wind damage

Councilors on July 28 approved steps to accept state block grant documentation needed for an airport lighting project and heard that bids are open for airfield asphalt rehabilitation.
"This is just the actual grant documentation that we have to execute here in order for those grant funds to start, so that we can start the reimbursements and start working through that project," the city manager said, explaining readings of the state block grant ordinance to authorize execution of grant documents.
Staff reported a pre-bid meeting for the airfield rehabilitation had been held and that bids would open after that meeting. The council also considered an airport board appointment (Donald Francisco) and approved the resolution.
The council spent additional time on damage to older hangars at the municipal airport after wind blew off a hangar door. The city manager said only one local contractor submitted a repair bid and "it came back at about $20,000," and asked whether council wanted staff to prioritize a quick repair, budget for a formal bid next year, or leave the structure out of service until funding is available. Council members urged fixing the city's building rather than leaving it unusable.
Staff noted federal funding used on airport projects this year may limit immediate options for building new hangars, and said staff would follow up with next steps and funding recommendations.
