County to convey cluster of city parcels to land bank for remediation and redevelopment

Beams said conveyance to the land bank provides statutory protections under New York State law that the county lacks and explained that the Franklin/Gavin cluster would be placed into an LLC within the land bank to quarantine potential liabilities. When asked about environmental concerns for the cluster, Beams noted the properties had been cleaned in the 1990s using public funds and that the land bank also has structures to handle environmentally distressed properties. The committee discussed surplus memoranda, environmental protections and the disposition pathway; members thanked the presenter and moved to proceed with conveyance authorization as described on the record.
