The Murrieta City Council on June 2 introduced an ordinance (No. 635‑26) that revises the city's residential objective design standards and amends Title 16 of the Murrieta Municipal Code. Staff said the updated document extends objective standards to single‑family zones, provides clearer guidance for small‑lot detached and multifamily developments, and simplifies how architectural styles are implemented.
Planning staff explained proposed technical changes, including a sliding scale for minimum separation between structures and a recommendation to remove the ADU design standards (section 3.5) after receiving a housing advocacy letter. "State also requires a ministerial process for certain qualified projects and requires local agencies to apply objective standards and eliminate standards that contain discretion," planning staff said while summarizing state requirements that shaped the update. Council discussed tradeoffs between a 5‑foot and 10‑foot separation rule, public‑safety and fire‑insurance constraints in high‑severity fire zones, and whether the changes would favor for‑sale products over rental apartments. After debate the council voted to adopt staff’s recommendation to introduce the ordinance, remove section 3.5 for separate consideration, and apply a sliding separation standard; the motion carried on introduction unanimously 4‑0.
