Portales closes FY2026 with positive year-end performance, council adopts recap report

The Portales City Council unanimously adopted the final fourth-quarter (4th 0.25) financial report and Resolution 2026-35 after a presentation from finance staff.
Miss Rivera told the council the city closed FY2026 in a strong financial position, reporting total revenues of approximately $32,000,000 and expenditures of approximately $30,700,000. Rivera also reported total cash and investments of approximately $36,900,000 (adjusted to $35,900,000 across all city-managed funds).
Councilor Merrick moved to approve the final recap report and Councilor Watkins seconded; the clerk recorded a unanimous vote among members present. Rivera said the ending balances are reflected as beginning balances in the new budget and therefore require formal adoption via resolution.
