Portales council adopts fiscal year 2027 budget, cites one-time gap covered by reserves

Miss Rivera, the city's finance presenter, said the “fiscal year 20 27 budget is a stronger finance in a stronger financial position than our fiscal year 20 26,” highlighting growing reserves and improved cash positions. Rivera reported total FY2027 revenues of $30,140,000 and expenditures of $36,010,000 and said the shortfall is supported by accumulated cash balances from prior years for one-time investments and local match requirements.
Council members entered a public hearing on the budget before voting. Mayor Pro Tem Cordova moved to open the hearing and Councilor Watkins seconded; after presentation and no public speakers, Councilor Cordova moved to approve the budget and Councilor Ortega seconded. Roll call by the clerk showed all eight members present voted in favor; Mister Self was recorded absent.
The council and finance staff said the budget reflects months of planning and workshops, and that officials will monitor revenues and expenditures and make adjustments if necessary. The mayor closed the meeting saying the city's strengthened position creates capacity to address long-term infrastructure needs.
