City to await association phase 2 before major changes to Rolling Hills tennis-court handrails; JPIA flagged minor safety fixes

The JPIA risk manager called out a stop sign placed on a pedestal that obstructs an ADA path and a misaligned parking bollard; staff said these are relatively simple corrections.
As staff summarized, "from a building and safety code perspective, we are completely in compliance as it relates to handrails." Council discussed getting a written JPIA analysis and whether to obtain pricing for handrails now or wait until the association begins phase 2 (the cabana) to avoid rework. Council voted to receive and file the update and to wait until the association's construction is further along before any major interventions.
