Both sides agreed ranges provide flexibility, but Agency official (S1) cautioned the final per-teacher award depends on how many instructional employees qualify under the MOU's criteria. S1 said that depending on reappointments and qualifying counts the per-person amount "can potentially even go below the 1,800" or "also go above the 2,000," underscoring why the parties opted for ranges and a post-September-15 reporting requirement to finalize distributions.
