District says allocation 'is not going to change,' uses '2.1 to the cent' in draft

S1 explained that if more or fewer teachers qualify under the September 15 cutoff, the amount per teacher could fall below or rise above nominal band amounts, and thus the MOU uses band ranges. The parties agreed to circulate a dataset after the September 15 cutoff showing which instructional employees qualify so LCA/LCEA can verify distribution.
