The commission authorized site assessments and contractor access for a proposed YMCA community recreation center to be located on AC Trust property owned by the redevelopment commission.
Phillips told commissioners the city is partnering with the YMCA and a Health Foundation on the project and that staff needs to perform appraisals, wetlands assessments, an ALTA survey, additional soil borings, and parcel‑line survey work to prepare for a future lease and final documentation. He said the costs for these preparatory steps are expected to be roughly $25,000–$30,000 and will be paid from a Health Foundation grant.
A motion to approve the various site assessment contracts and to authorize contractor entry onto the property was made and seconded; the commission approved the request unanimously (4–0). Phillips said staff will proceed to engage the necessary surveyors, environmental assessors, appraisers and contractors and report back as the lease negotiations advance.
