Commission approves diver work for Clear Lake parking lot, $1M TIF appropriation and $65k transfer for project costs

The commission approved several actions to keep the Clear Lake Parking Lot project moving after staff identified unforeseen conditions related to fluctuating lake levels.
Phillips explained the work will require diver services to install a balloon in the existing outfall for the storm sewer so a safe connection can be made; staff received a quote from Bridal Marine for $14,900 ($7,450 per day for two days). Phillips said the wastewater director, Jerry Jackson, determined the provider appears to be a sole service provider for this unique underwater work.
Commissioners approved the project approval (including the sole-source determination and forthcoming change order) by motion (4–0). Staff also requested and the commission approved an additional appropriation of $1,000,000 from cash on hand in TIF 2 to cover the project’s financial needs; that appropriation will go to city council for final approval. Additionally, commissioners approved a transfer of $65,000 into professional services within TIF 2 (reallocating $50,000 from TIF 2 infrastructure and $15,000 from TIF 4 infrastructure) to cover anticipated attorney, financial advisor and related professional fees connected to the TIF expansion. Each motion passed unanimously.
The approvals put staff in position to issue the change order and continue construction while aligning available TIF balances to cover anticipated costs. Staff said final contracting paperwork and change‑order documents will follow.
