He told the commission the recommendation is to engage Craig Duvall (a law firm that specializes in this work) and to authorize a not‑to‑exceed amount of $20,000 to determine what remediation will be required and to coordinate with IDEM so the actual cleanup can be completed in 2027.
A motion to approve the engagement letter with a $20,000 not‑to‑exceed cap was made, seconded, and approved unanimously (4–0). Cook noted staff will return with amended engagement documents including the not‑to‑exceed language.
