Utility says SB 132 offers a path to commercial deals while protecting customers

The CEO of Rocky Mountain Power described the utility's position on increasing demand and policy. He said for years demand trends allowed the utility to delay capital investment, but recent growth — including from AI data centers — changes that calculus.
On SB 132, the CEO said the law allows the utility to pursue commercial arrangements with hyperscalers and developers while protecting retirees and regular customers from funding infrastructure they don't need: "SB 132 ... allows us to commercially come up with a thing to move forward and provide that certainty and ramp so people that are trying to win the AI race get there, but protects existing customers," he said. He also urged consistent state policies to provide stability for planning and capital recovery.
The CEO and other panelists emphasized the need for a common regional vision so investors and operators can plan with confidence; they noted that divergent policies across PacificCorp's footprint complicate long‑term utility planning.
