Joanna presented People Operations metrics for 2024 and flagged retention and training as priorities for 2025. She described five metrics the city tracks — headcount, job categories by salary, turnover by department, employee training and employee retention — and reported a strong retention trend for full-time employees.
Joanna asked to reduce the Biz Library contract line from $32,000 to $20,000 as that contract sunsets this year; the comptroller explained the city is also implementing Paycom, and that a Paycom package originally estimated at $46,000 has grown to roughly $90,000 because of added applications. The city manager said this prompted a budget decision to focus on more targeted, in‑person training for safety and job-specific skills in 2025 instead of broad LMS spending.
