Denton trustees table St. Mary’s preliminary plat, raise sidewalk and lagoon concerns

Trustees of the Village of Denton tabled action on the St. Mary’s Addition preliminary plat and several waiver requests and set a special meeting for Feb. 12, 2025 to continue consideration.
Developers representing Linda’s Retirement LLC presented a 9.31-acre plan that would include single-family homes, duplexes, townhouses, a church and rectory, and a single-level 55+ apartment building with two-bedroom units. Blackledge told the board the existing water tower can handle projected usage but said the village lagoon will need expansion and significant repairs as growth occurs; trustees were told the lagoon piping dates to about 50 years old. Trustee Doug Rosekrans moved to table preliminary-plat approval; Amanda Fangmeier seconded and the motion carried.
Trustees also tabled two waiver requests. One waiver would let the developer omit sidewalks on the north (W Denton Road) perimeter due to topography and drainage; Trustee Trent Wheatley moved to table the sidewalk waiver and set the Feb. 12 special meeting. Another waiver asked to permit a temporary turnaround (modified 35-foot diameter cul-de-sac) at the west end of 6th Street; that waiver likewise was tabled on motion of Fangmeier and second by Rosekrans.
Fangmeier voiced concerns about pedestrian access, saying she is a runner and “doesn’t like that there isn’t a sidewalk on the north side of Denton.” Developer William Jefferies responded that “a sidewalk services every lot” in the subdivision plan and said constructing sidewalks along W Denton would add substantial cost to the project. Board members pressed staff and the developer for details on drainage, fire response, and the implications for water and sewer capacity. Blackledge said infrastructure work would occur this year and identified permit work for the lagoon as pending.
The board tabled the subdivision-agreement review to the Feb. 12 special meeting as well. The board did not vote to approve the plat or grant any waivers at this meeting; further discussion and possible action will occur at the special meeting.
