Council flags TERS/TID contract and asks staff to review tourism district authority
Summary

During the workshop council members returned to the topic of tax increment/redevelopment district agreements (referred to in the meeting as TERS/TIRs). One council member (S8) said a contract adopted shortly before the current mayor took office effectively moved authority from the district board to the city council and "emasculated" the district board.
The council asked the member who raised the concern to locate the contract and requested staff to put the issue on a future agenda after a legal review. S1 said the district structure now returns a portion of taxes to the city ("we get 50% back instead of 0%") but that the governance change merits review. The council scheduled the topic for the next available agenda slot so the mayor and staff can bring documentation and options for corrective action if available.
