County to end Blue Cross care-coordination contract; staff reallocated to mandated services

Becky Fossman told the board that Pine County plans to terminate the Blue Cross Blue Shield care coordination delegation agreement at the end of the year and repurpose three staff to mandated programs, including Choices assessments and home- and community-based services. She said the county is behind on mandated work and that redirecting those employees will allow the county to meet core obligations.
"We'd like to modify our agreement with Blue Cross Blue Shield to no longer provide that service, redirect those resources that we have to, mandated programs," Fossman said. Commissioners moved and seconded a motion to terminate the delegation agreement; the motion passed on a voice vote with commissioners saying "aye." County staff explained Blue Cross will need to contract with another provider (for example, Lutheran Social Services) to continue the delegated care-coordination service for that insurer's members.
The termination is administrative and intended to shift capacity toward mandated county services rather than eliminate service; staff will continue to coordinate transitions and notify affected parties.
