City reports 285 of 577 housing units completed in 2025 housing element progress report

City staff presented the 2025 Housing Element Annual Progress Report, which reflects activity from Jan. 1–Dec. 31, 2025 and was submitted to the state on April 1, 2026. The Community Development Director told the council the city had made notable progress on its Regional Housing Needs Allocation (RHNA) and highlighted recent multifamily projects that contributed to the increase in production.
In the presentation the director summarized production by income category and said the city "has completed 285 units towards its total allocation of 577 units, leaving 309 units remaining by income category." Staff noted strong production in 2024–2025 tied to projects such as KB Homes and others under review along Central and Long Garvey, and said staff anticipates the city will meet its allocation for the cycle. The report also introduced Tiffany Ho as the city’s new Community Development Manager and summarized outreach and permit processing that supported recent completions.
Council members thanked staff for the update and raised routine follow‑up requests about timelines for specific projects and next steps for bringing pending multifamily proposals to planning commission and council. Staff said it will return with project‑specific timelines as applications are received and processed.
