Council approves $6,646 spectrophotometer to bring some wastewater testing in-house

The Anamosa City Council approved a purchase request for a spectrophotometer priced at $6,646.20 plus shipping to expand in-house lab testing for the utilities department.
Steve Agnes, utilities superintendent, told council the device will allow the city to perform tests such as BODs, TSS, nitrate/nitrite and phosphorus locally rather than paying for outside testing. He explained the lab itself must achieve proficiency testing and DNR acceptance before the city begins reporting: "in that 1st calendar year from September to September, I'm estimating that we should save $10,000." Agnes said the city is using an existing budget line to buy the unit and estimated the DNR certification timeline would take until about September, with proficiency testing and DMR QA required.
Council asked about staffing, certification, and contingency plans if equipment fails. Agnes said the city laboratory must meet certification standards (not individual certifications) and vendors keep loaner/demo units and have service centers for repairs. Council approved the purchase by motion with funding indicated from the current line item.
