EDA narrows Crawford Bay waterfront RFP to three firms; proposals due Aug. 31

Staff updated the board on the Crawford Bay waterfront redevelopment solicitation, saying the RFQ was narrowed to three respondents: a national firm (Hines Development), a Virginia regional developer (Gold Key PHR) and Cape Fear Development of Wilmington, N.C. The RFP was issued at the end of May, the question-and-answer period is underway and proposals are due August 31.
Staff said evaluation and selection will continue in the fall with developer presentations expected in September or October before an EDA recommendation to city council, and that the process aims to conclude by the end of the calendar year. Commissioners asked whether shortlisted teams will present to the board prior to council action; staff said that presentations to the EDA are likely in the September–October window.
