"We looked at the ordinance and, retail actually isn't a permitted use in that district," staff said. Commissioners discussed the history of BRD‑2 (enacted to encourage office uses) and whether permitting retail north of Anderson Court — similar to existing allowances for restaurants — would better reflect how the area is already being used. Several commissioners said they saw no problem with retail on Maple but asked staff to draft language that could be brought back to a future meeting and, if appropriate, set for a public hearing.
Staff noted the future land use map contemplates mixed use in the BRD‑2 area and recommended the commission consider targeted edits rather than a broad district rewrite. If the commission directs it, staff will return with a proposed ordinance amendment and recommended hearing date.
