Boardman leaders say city services should require annexation after council discussion

Commissioners asked whether the city should provide water service outside the city limits for public-health reasons. Anna Yost raised the question to the group: "Do you see any value in providing water service outside of city limits even if there's not any full annexation?"
Councilor Pettigrew responded that the council’s direction was clear: if a property is to receive city services it should be annexed. "Yes, that's what we decided as a board that we would if you were going to receive city services, you needed to be annexed into the community," Pettigrew said. Staff noted fiscal fairness concerns — properties outside would be receiving city services without paying city taxes — and added that annexation would allow the city to coordinate infrastructure and service sequencing.
Commissioners asked staff to return with specific policy language and implementation steps; staff said they would work with the consultant and bring water-service and annexation language back in the revised draft.
