Annexation dilemma: West Glen residents and trucking operations pose zoning headache for Boardman planners

The Commission spent a lengthy portion of the workshop on West Glen (also referred to as West Lehi), an area partly inside the UGB and partly outside city limits that contains a mix of residential parcels and trucking operations. Staff flagged a legal history: the city joined a neighbor in appealing county approvals of trucking-related home occupations and the Land Use Board of Appeals (LUBA) reversed the county decisions.
Staff described the situation as a "moving target," saying that while more than 30 trucking operations had been identified by county code-enforcement processes, only about a dozen had some formal approval and those approvals will need reevaluation after the LUBA decision. Councilor Rockwell said residents want better water and sewer and that annexation should be researched carefully to balance business rights and residents’ concerns: "I wanna see clean water and clean sewer and, but at the same time, I want them to be able to keep their wells and have the property the way they want," Rockwell said.
Commissioners discussed potential grandfathering limited to operations already in compliance and how city freight-routing and the Transportation System Plan could create conflicts for business locations. Staff concluded no final decision would be made tonight and asked for additional input to shape policy language and map revisions for October.
