Staff replied that full completion would be aggressive and would require staged work, added inspection resources and possibly outside construction management, and that some sections might only need overlay rather than full reclamation. Council members expressed preference for shorter amortizations (20 years rather than 30), asked staff to assemble more refined construction and cost estimates, and directed administration to convene a dedicated workshop in October to explore financing options, construction phasing, and revenue sources (including possible use of sale proceeds, surtax allocations and special‑district approaches).
