Floresville ISD board hears data showing engagement concerns with high-school '5 by 5' schedule

Principal Barrett presented a review of the district's 5-by-5 bell schedule and survey results, telling trustees that "39.5% of all stakeholders...were in favor of exploring another option other than the 5 by 5." He said the district surveyed parents, teachers and students to measure the schedule's effectiveness for instruction, interventions and extracurricular access.
Barrett highlighted engagement metrics: "63% of our parents report that they agree or strongly agree that their student expresses being bored or frustrated during instruction," and he told the board 53.8% of teachers disagreed or strongly disagreed that students remain actively engaged for a full 90-minute block. He said CTE pathways benefit from the 90-minute model but core-content teachers reported pacing and engagement problems that may be addressed by a different bell schedule.
Barrett walked trustees through academic results and operational modeling, saying the district could simulate an 8-period day without adding full-time teachers and without changing bus routes if periods were shifted to approximately 48-50 minutes. He noted tradeoffs: more sections could reduce average class size (from about 30.5 to roughly 28.4 based on his calculations) but scheduling must preserve double-block shop time for CTE courses. Trustees asked about transportation and implementation timing; administration said transportation impacts would be modeled and that any change would require community engagement and additional planning.
