County approves temporary Willard animal‑control MOU and funds training/travel for shelter staff

The Commission approved a short‑term memorandum of understanding with the Village of Willard to permit Torrance County Animal Services to capture and temporarily shelter stray and dangerous animals from Willard when local resources are not available. Director Danette Langdon said the arrangement addresses an immediate public‑safety concern after multiple reported attacks, and Willard will reimburse the County for documented sheltering and call costs.
Langdon described the plan as temporary (six months) and said the village must still establish a sustainable local animal‑control capacity. Under the MOU Willard will be billed $60 per documented call plus $15 per animal per day; after the required holding period animals would be processed according to Torrance County Animal Services procedures.
Commissioners also approved staff travel to the Animal Care Expo in Las Vegas, NV (scholarship‑assisted) and ratified the county's application to Best Friends' Paws in the Field challenge. Langdon said the program would improve return‑to‑home rates and provide training and equipment resources for field officers.
Vote: motion to approve MOU and staff travel carried by roll call.
