Council considered an ordinance to contract with Chagrin Valley Engineering for design and construction-administration services for the 2026 smoke-and-dye sewer-testing program. The chair said this is a second round of testing, limited to the streets identified in Director Costello's memo, and that engineering fees "should not be more than $30,000."
Staff said the 2026 testing area is smaller than the first round but emphasized the importance of continuing inspection work to identify illicit storm-to-sewer connections. Council indicated it will authorize the engineering agreement and move the ordinance forward for adoption.
