The applicant said 26 dwellings would produce a small number of trips and that, from a Scenic Byway standpoint, the expected traffic is similar to adjacent farmette access: "26 homes is pretty negligible when you're looking at overall traffic studies," the applicant said.
Staff explained that traffic studies must identify where units will be located before a study can model trip distribution and that a larger DRI‑level study will be required when thresholds are met. Mike cautioned, "If you don't have a location for those units, you can't do the study." Council members requested the traffic‑study documents used for prior rezonings and asked staff to verify whether older counts (some council members believed the study was from 2005–2006) remain valid post‑pandemic. Separately, a later agenda item identified an intergovernmental agreement for transportation improvements that references Serendi paying $588,005.97 for turn lanes, resurfacing and other work tied to the Coweta traffic study.
