The Mayor and council reviewed agenda item 24059, a rezoning application for 200.8 acres on the north side of Hutchinson Ferry Road. Mike, a city staff member, told the council: "The proposal is to rezone the 200.8 acres from RL to HMMU Mixed Use Hamlet." He said the submittal includes a concept plan with only 26 home lots and that rezoning the parcel would add the acreage into the city's Hamlet zoning.
The applicant and staff emphasized that the rezoning, if approved with conditions, would reserve the remaining development rights to be used elsewhere in the hamlet and would convert much of the site to conserved open space. Applicant representative explained the 26 homes would be on single‑acre lots surrounded by larger open parcels and said entitling the 174 floating development rights would place those acres under conservation easement. The applicant stated, "We, by right, have the ability right now to put before the council a 200 unit plan on this property, and we are not doing that. We're putting a 26 unit."
The council did not take a vote at the work session. Staff reiterated the ordinary approval path: concept plan and preliminary plat review by planning staff and the planning commission, with council review if a future proposal materially departs from the approved concept plan. The meeting packet identified this item as a public hearing; staff reminded council that formal deliberation will follow the public comment period.
