Regional emergency-management planner invites Middletown Springs to May 6 tabletop exercise

Maggie O’Brien, emergency management planner with the Rutland Regional Planning Commission, asked the Middletown Springs Select Board to send town representatives to a subregional tabletop emergency-management exercise on May 6 from 10 a.m. to 1 p.m. in Poultney. The exercise aims to identify common resource gaps and to build written agreements that support mutual aid during disasters.
“FEMA doesn’t reimburse handshakes,” O’Brien said, stressing the importance of written arrangements to secure funding after federally declared disasters. She described a three-module format: town-level capability assessment, internal town procedural review, and a multi-town brainstorming session to identify resource-sharing solutions. O’Brien asked that the town consider sending its emergency-management director or a selectboard representative, the town clerk and a public-works or fire representative; she requested RSVPs and offered to circulate a flyer and RSVP link.
Bill Jones, a regional emergency-management coordinator who attended, told the board he could help register the town in WebEOC and provide training support and templates for the town’s emergency plan. Board members agreed to circulate information to officials who might attend and to report back on participation.
