The Cayce City Council on June 2 unanimously approved the first reading of Ordinance 2026‑05, which would add Section 38‑38 to the city code to regulate the use of golf carts on city streets. Council Member Byron Thomas moved for the first reading and Council Member Tiffany Aull seconded; the roll‑call vote was unanimous.
Police Chief Bruce Wade asked council members to add the word "secondary" to language allowing golf carts on roads with posted speed limits of 35 miles per hour or less, noting a legal distinction under state law. "Golf carts may operate only on secondary highways or streets; therefore, the ordinance should include the word 'secondary' to remain consistent with state law," Chief Wade said, adding that while golf carts may cross primary highways where permitted, they may not travel along them.
Council members agreed to incorporate that clarification before the Second Reading. The motion passed without recorded opposition. The ordinance will return for its Second Reading at a later council meeting; council members did not set a new date for the Second Reading during the June 2 session.
