Council advances rewrite of bicycle and scooters ordinance to second reading

The Common Council introduced Ordinance No. 1541 on July 14, 2026, a comprehensive repeal and recreation of Chapter 37 covering bicycles, electric scooters, play vehicles, skateboards and in-line skates. City Attorney Ian Prust said the rewrite removes bike licenses, incorporates statutory definitions for electric bikes and scooters, and streamlines provisions so general rules apply broadly while specific rules cover particular vehicle types.
Prust explained that the ordinance places statutory definitions in the Municipal Code for easier local reference and includes a prohibition on riding these devices in the Downtown Area (Central Business District). After discussion, Alderperson Pechacek moved and Alderperson Garza seconded moving Ordinance No. 1541 to a second reading and possible action at the July 28, 2026 Common Council meeting; the motion carried unanimously. The council did not adopt the ordinance at this meeting and will review the ordinance text again at the next meeting.
