City updates Columbia Road design, warns ODOT approvals and cost increases could delay project

Service Director Joe Borczuch told the Olmsted Falls City Council that all sanitary pipe work for the Pineway/Bagley project is complete and restoration will begin next week, and he provided a detailed update on the Columbia Road design process. Borczuch said the city received five proposals for design work and selected CVE, the city’s engineering firm; CVE will prepare a scope and estimate that must be submitted to ODOT for approval before the city can execute a design contract reimbursed by ODOT.
Borczuch warned that ODOT’s evolving requirements could change design, cost and schedule. "When this project went out four years ago the cost was $3.8 million and he believes that the cost now is going to probably be around $4.1 or $4.2 million," Borczuch said. He added that the project must be sold by Jan. 1, 2028, sidewalks will likely be limited to one side within a 24-foot right-of-way, and the city plans to pursue OPWC funds to cover approximately the city's $800,000 share. Council discussed holding an informational open house after ODOT approves the design.
