The Carroll County Commissioners voted to authorize the administrator to sign a memorandum of understanding to begin a market analysis and pro‑forma for a proposed assisted‑living/memory‑care wing. The county staff said work to produce the market analysis and pro‑forma will cost $19,008.75 and commissioners agreed to fund up to $25,000 from the identified county fund to cover study costs. "If you approve the MOU and authorize the administrator to sign it," the chair said during the vote, and the motion carried by voice vote.
Commissioners also approved a line‑item transfer of $54,450 to purchase new furniture for the nursing home. The chair described the transfer as a reallocation among specified account codes to cover the furniture line item. In a separate finance update, staff reported the county received a $122,000 check at fiscal year end as a return of unspent Medicaid funds; staff said that amount will be recorded as revenue. "So our Medicaid rate...they give it back to us," the director said when explaining the refund.
