Council postpones votes on TIF and NCA measures after public questions

The Mount Vernon City Council postponed three related ordinances that would create incentive districts and approve tax-increment financing (TIF) and New Community Authority (NCA) actions for pending developments, setting them for further consideration on Aug. 10. Multiple members asked staff for plain-language summaries of what an NCA and TIF do and how they would affect residents and school funding.
Resident Bob Beck questioned why the city would use tax dollars to help a developer, saying "Bottom line, it's gonna cost him less than $7,500,000 to do the development. And he's asking for $8,000,000 of our money?" Councilmembers who supported postponement cited the need to produce clearer materials for the public and to hold additional committee time. The council did not take a final vote on any of the TIF/NCA ordinances and instead agreed to more outreach and explanations before the next reading.
