The board opened a public hearing on a special exception for the Bridal Wright property, a roughly two‑acre site on Lewiston Plank Road across from the Frito‑Lay plant. Staff noted the property is in a general business zone and that the planning commission recommended approval by an 8–0 vote with recommended conditions from VDOT.
Stuart Little, the civil engineer for the applicant, told the board: "We aligned our entrance with them to make sure you don't have to stop and start..." He said the design was intended to reduce conflict with the adjacent plant driveway and that gas partners had agreed to serve the site; construction could begin within a month or two after final approvals and speed‑study results.
Board members closed the public hearing and moved to approve the special exception; the motion carried 5–0 pending VDOT final technical approvals. The applicant will proceed with engineering adjustments as needed to meet VDOT access and speed‑management recommendations.
