Commissioners reviewed a draft Historic Preservation Ordinance and raised concerns about whether the county-form language would allow landmark or district designation without owner consent. Town Attorney Will Morgan outlined the draft’s selection language and commissioners, including Commissioner Brandon Core (who also serves on the JC Historical Commission), said they did not believe the commission intended to impose designations on unwilling property owners.
The board directed Attorney Morgan to edit the draft to clarify that historic designations require the voluntary participation of property owners. The amended draft will be reviewed at the August meeting and then shared with Michael Poston for input prior to setting a public hearing in September.
