Aaron French, assistant resident engineer with the Virginia Department of Transportation, told the Board of Supervisors the evening was a preliminary work session "to figure out what we're gonna add to the plan next year," allowing VDOT time to program any new projects in budget and engineering schedules.
French listed unpaved roads that still qualify for the rural‑rustic program, said Clark Road now meets traffic thresholds after recent counts and recommended adding Harper Road to next year’s plan because steep grades drive repeated maintenance. "Clark Road is 0.4 of a mile," he said, and estimated paving costs at roughly $150,000 per mile from program projections.
During the public hearing that followed, residents raised safety and dust concerns for Clark Road; Clinton Jeffers asked that his section be considered for chip‑and‑seal because "that dust ain't no joke." After discussion, Supervisor [Chair] called for a motion. The board voted to approve the FY2027–2032 secondary six‑year plan as presented; the motion passed unanimously 5–0.
The resolution read into the record cites sections of the Code of Virginia and records that the board participated in the required public hearing before approving the plan. VDOT will incorporate any projects the board designates into next year’s draft plan and public process.
