Justin told the board all deed documents for the former firehouse have been signed and filed with the county clerk and that insurance is bound. "All the deeds have been signed, and filed with the county clerk," Justin said, adding that, for all intents and purposes, the PFDC now owns the former fire station pending recording information.
Board members said RFPs for construction and services will be posted as soon as possible and that governance arrangements — including a governance committee with representatives from Westchester, Peekskill common council, and PFDC — must be formalized. Staff warned of procurement and compliance caveats: the board will need to track MBE/WBE participation requirements on grants (and how equipment purchases are counted) and noted utility upgrades carry timing risk because "Con Ed's got a 6 month lead time," a factor that could delay building fit-out if not ordered early.
