The general manager and Phil said the proposed development sits alongside a 20‑foot easement that contains a high‑pressure force main that conveys wastewater from the Ross Valley and Corte Madera areas to the treatment plant; staff noted the force main was installed in about 1982 and has an expected 75‑year lifespan. Phil said the developer had moved the project footprint to avoid being directly over the pipe, but staff remain concerned about future access: “we're not thrilled with the idea for our future district,” he said, adding that the development’s access and orientation would also impede delivery access to an odor‑control peroxide dosing station recorded on the state lands parcel.
Staff recommended tentative approval for the 100‑foot PSX to bring public sewer to the property line so the applicant may proceed with development approvals while staff works through remaining access and easement details; the board voted to grant tentative approval.
