A Tempe resident told the Development Review Commission on July 28 that student rentals next to her home have led to excessive parking and neighborhood disturbances, including a past event she described as a "traffic nightmare." Jana Lynn Granio, who lives at 1615 E. Galen Drive across the street from the Malm residence, said she has lived there for about 30 years and is concerned about repeated student rentals and the number of cars parking on the street.
Granio said she saw a past incident in which a large vehicle parked in the middle of the street and late‑night behavior created significant obstruction. "The number of cars has been excessive," she said, and asked the commission what conditions could be placed on the property to prevent future problems. In the hearing, the applicant, Austin Malm, acknowledged past problematic tenants between Aug. 1, 2024, and July 31, 2025, and said he has contracted a professional property management company to improve tenant screening and reduce nuisance incidents.
City staff told commissioners enforcement of occupancy limits is handled case by case; one staff member noted the city’s definition of family/consanguinity can limit households to no more than three unrelated people. Staff recommended approval of the Malm use permit, while acknowledging and recording the resident’s concerns in the public‑comment record.
