Director Mitchell said the intent is to complete a holistic review of Chapter 2.96 this year and to use the matrix to make the next meetings more productive.
Members also discussed enforcement mechanisms for ownership-unit deed restrictions. Deputy Director Mataʻafa said deed restrictions and recorded liens are the central enforcement tools and that liens prevent an escrow closing if resale obligations are not met. Director Molina asked whether that system is foolproof; staff said they were not aware of missed deed restrictions but acknowledged the need to verify enforcement procedures going forward.
