CRC reviews Wailea Beach Resort plan; asks SHPD review, water and cultural analysis

The County of Maui Cultural Resources Commission reviewed a proposed expansion at the Wailea Beach Resort Marriott on May 7 and transmitted a set of comments to the State Historic Preservation Division (SHPD) for the agency’s consideration.
Munekiyo Hiraga presented a project that would add a new six‑story, 70‑key guest building on an existing employee parking lot, a third level of parking on the existing garage with a solar PV canopy, lanai renovations to several existing hale, and consolidation of multiple domestic water meters into a single meter. Cultural Surveys Hawaiʻi summarized prior archaeological work conducted at the resort and told commissioners that prior monitoring documented mixed fill and no standing historic properties on the present surface, but that a single isolated human skeletal element (SIHP 8497) had been discovered during earlier construction and relocated to a burial preserve after consultation.
Commissioners asked multiple follow‑up questions about the isolated burial find, drainage or gulch proximity, the central Maui water source and conservation measures, visual massing and cumulative cultural‑landscape impacts of adding a six‑story building, and required archaeological monitoring. Staff summarized the Commission’s concerns and proposed transmittal to SHPD: evaluate cumulative cultural and visual impacts; review massing/height and visibility; provide detail on water use, conservation measures and low‑water culturally appropriate landscaping; require archaeological monitoring for all ground disturbance and procedures for inadvertent discoveries; and solicit comment from the Office of Hawaiian Affairs. The Commission gave unanimous consent to forward those comments to SHPD as the CRC’s formal input.
