The Maui County Department of Housing presented an initial package of technical amendments to Maui County Code Chapters 2.96 and 2.97 at the Housing Advisory Board meeting on April 24, 2026. Director Richard E. Mitchell said the Department will compile staff recommendations into a matrix for Board review and anticipates drafting enabling legislation this calendar year.
Mitchell recited the code language and flagged inconsistent and missing definitions, noting that "area median income" is referenced in the chapter but not defined and that the chapter inconsistently refers to both administrative rules and Council-approved guidelines. He said the Department intends to finalize administrative rules and remove guideline references to eliminate that conflict. The Board agreed staff would circulate a common matrix template so members can submit consolidated edits.
