Commissioners appoint Kenneth Mullins to Harvey County Economic Development Council in 2–1 vote

The Harvey County Board of Commissioners voted 2–1 on May 20 to appoint Kenneth Mullins to fill the remainder of Mindy Budde’s term on the Harvey County Economic Development Council through April 30, 2026. Becky Reimer moved for the appointment and Commissioner Terry Scott seconded; Chair Don Schroeder recorded the lone vote against the motion.
Beth Shelton, director of the county’s Economic Development Council, told commissioners four applications were received to replace Budde and the EDC board recommended Suzanne Loomis. Shelton said the board felt all four candidates brought relevant experience. Reimer said she preferred bringing “fresh eyes” to the council and supported Mullins’ appointment; Schroeder said he supported the EDC recommendation but was the lone dissenting vote.
Mullins’ application, among others on file with the county, describes experience in local agriculture and technical industries and leadership roles in schools and vendor markets. Suzanne Loomis, another applicant, identified herself in application materials as a licensed professional engineer with prior county experience and said she would bring historical knowledge of county development efforts.
The seat is one of 28 positions on the EDC; the appointee will serve through April 30, 2026. No further action was required at the meeting.
