The Board of Harvey County Commissioners voted April 29 to approve Conditional Use Permit CUP25‑04, authorizing Annette South d.b.a. South‑Paw Kennels to operate a dog boarding kennel at 11824 NE 60th with conditions set by the Planning Commission.
Planning, Zoning & Environmental Director Karen Rothe presented the application and staff analysis. Rothe summarized the Planning Commission’s unanimous recommendation and staff conditions: (1) keep all state licensing current, (2) add screening to muffle noise if neighbors complain, and (3) continue professional removal of dog feces. At the April 1 Planning Commission hearing, South described the business as strictly boarding (no grooming or training), noted seasonal capacity (up to 10–12 dogs during peak periods), and confirmed state inspection history and licensing. Commissioner Terry Scott moved to approve CUP25‑04 subject to the three conditions and adopt Resolution 2025‑14; Commissioner Becky Reimer seconded and the motion passed unanimously.
The county adopted Resolution 2025‑14 to memorialize approval and the permit will be conditioned on compliance with state licensing and county staff oversight if complaints arise.
