The Harvey County Commission approved an updated lease/Memorandum of Agreement that allows the Federal Aviation Administration to construct, operate and maintain navigational equipment at the Newton City‑County Airport and also approved related administrative actions for Hangar A.
Airport Manager Brian Palmer presented the FAA MOA for navigational equipment and recommended approval. The board approved the FAA agreement unanimously. The commission also approved a Release and Hold Harmless agreement resolving Horizon Aviation Services’ outstanding office‑lease obligations with a negotiated settlement payment of $3,100, and approved termination of that lease to permit a new office and hangar lease for Hangar A with Joe Bravo Aviation, LLC. The new Hangar A lease sets a monthly rent of $2,000 for an initial four‑year term beginning April 1, 2025, with options to renew.
Commissioners discussed presenting similar agreements to the Aviation Commission for review where calendar constraints permit, but elected to proceed because the agreement timetable did not align with the Aviation Commission schedule. All motions related to the airport agenda items passed unanimously.
