Engineers flag West River drainage limits; residents ask about impervious surfaces and snow removal

Engineers told the meeting that the West River controls local water elevations in the project area and that, during very heavy rainfall, local drainage improvements cannot eliminate river‑driven flooding without major river work beyond the scope of the LOTCIP grant.
"The West River actually controls the water elevation in this whole vicinity," Paul DeStefano said, noting that substantial river modifications would be required to eliminate severe flooding.
Residents also asked about who will be responsible for snow removal and ongoing maintenance of new sidewalks and planted medians. Presenters said planting choices aim to minimize maintenance and that property owners will retain their existing responsibilities for clearing sidewalks while the town will maintain green medians created by the project under the project authorization agreement.
