Montrose approves reserve firefighter policy; reserves excluded from PERA coverage

The Montrose City Council approved a new Policy 102f to create a reserve firefighter position designed to allow ancillary responders to assist on calls, perform limited tasks and receive role-specific training. The fire representative told the council the role could attract people who "have absolutely no desire to be a full fledged firefighter or don't have the time commitment, but they do still wanna serve," and that duties and training would be tailored to individual availability.
Staff warned of a key limitation: "The caveat with this position is anybody holding these positions would not be eligible to be part of our PERA plan, as it's currently written." Council members asked about training expectations, availability for medical calls and liability; after discussion the council moved to approve the policy.
