County hears airport financial and construction updates; Concourse A and Marathon runway progress reported

Financial advisors told commissioners the airport remains in sound fiscal position on the metrics that matter to bondholders: PFC and revenue pledges underpin debt service, debt service coverage has been well above required minimums, and Frasca reported that no Monroe County tax dollars are pledged to airport bonds.
Airport staff also updated the board on Concourse A punchlist and Phase 2 construction (targeted partial opening January 2026; remainder by July 2026) and on Marathon Airport's runway reconstruction (Phase 5 paving started Aug. 18 with an anticipated reopening by Oct. 7; county staff suggested a ceremonial ribbon Oct. 6). Gisela Shanahan, the county's financial advisor, emphasized disclosure obligations and reserve metrics tied to existing bond covenants.
